Q: Why are my shipments now being stopped at the US border?
A: The recent change in US Customs regulations now requires all shipments of any value to be submitted to U.S. Customs and Border Protection for a full entry clearance. Prior to Aug. 29, low value shipments (below $800 USD) were able to enter the US without this requirement. As a result, sample returns are now subject to the full clearance process, duties, taxes, and may be subject to additional scrutiny to ensure correct documentation and declarations.
Q: Are my shipments affected by Tariffs?
A: Yes, as a result of recent policy changes all shipments into the US are now subject to duty (tariff) charges at the time of entry into the US. This is part of a full entry process and may add additional time in transit. A customs broker can facilitate this payment as part of the clearance process. Alternatively, shipping with the PreventionGenetics/Exact Sciences carrier and return label will reduce this burden and cost.
Q: How can I avoid these holds/delays?
A: While there is no way to guarantee a shipment won’t be delayed, utilizing the PreventionGenetics/Exact Sciences provided carrier and paperwork can greatly reduce the risk of holds/delays. Our carriers have up to 90% on time delivery and have all the necessary capabilities to clear customs and quickly and effectively resolve any holds a shipment may encounter.
Q: What do I need to ship a sample back?
A: You will need:
· A commercial invoice that includes an accurate description of the item, an HTS code, quantity, and value
· A Customs Broker to handle the US Customs clearance process on your behalf. Generally, your selected carrier can provide this service, but there are companies who provide this as a standalone service.
· A return label or Bill of Lading from the carrier with a shipment tracking number
· An Importer Certification Statement declaring that the human specimen sample is not infectious or contains any infectious pathogens
Q: Can I do anything to help resolve a clearance issue?
A: Yes, your customs broker will reach out to you if they need additional information to clear a hold on a shipment. The best thing you can do is respond quickly and provide as much information as you can.
Q: Can Exact Sciences help resolve a clearance issue?
A: We can support by providing guidance on what information or documentation may be needed to facilitate the release of a shipment and help you work with your carriers to get any potential issues resolved. We have a better chance of helping to resolve clearance issues when a PreventionGenetics/Exact Sciences carrier and account number is used.
Q: Can Exact Sciences handle all of the potential return issues for me?
A: Yes, we are happy to handle the transit costs and issues for you. New kits come with a return label and all of the necessary documentation. This will ensure the return shipment is sent on a PreventionGenetics/Exact Sciences account, and we will then be the point of contact for the carrier to resolve any issues that may come up in transit or during the clearance process.
